Flash/Java games
'Dawn of the Dead' (remake) games - Two good games here- a shooter (Blackout), and a number guessing game (Barricade). Amazing graphics and sound that will make you fill your pants.
De-Animator - Creepy shooter based on H.P. Lovecraft's Herbert West: Re-Animator. Also, here's an alternate link.
All Hallows Eve - Base defense shooter, shoot the zombie hoardes as they attack your house, then build barricades and buy bigger guns for the next round. Relentless and atmospheric.
Divine Intervention - It's Judgement Day, the dead have risen, and this priest kicks ass for the Lord!
Zombie Patrol - Simple, but fun zombie shooter.
Grave 2 - a zombie target-shooting game.
Crunch Time - deal with zombies at the office in this 3rd-person action game. Features some... unconventional weapons.
Zombie Terror - side-scroller puzzle/action game with a very Indiana Jones feel to it.
Loot 'n Shoot - an EXCELLENT first-person shooter game based on George A. Romero's 'Land of the Dead'
Zombie Horde - A bit like All Hallows eve, but top-down.
Zombie Hunter - a top-down action game where you must defend yourself from an endless horde of the undead. Gets VERY hard VERY fast.
Zombie Hunter II - a top-down action game. Kinda bland, but bonus points to the creator for using the coolest music from the 'Resident Evil' movie (namely, the music at the very end when the camera pulls back to show the city in shambles, just before the credits roll).
Zombie 4 - Classy little browser game made with Processing, and has you trying to save as many civillians from the constantly-spreading zombie hordes, using a multitude of weapons
Zombie Survival - basic 2D shooter which uses very cool sprite animations from the Metal Slug game series
Generic Zombie Shoota - a very tongue-in-cheek zombie shooter. It's even got its own cartoon briefing
Zombie Killer 2071 - not the most graphically pleasing shooter, but still pretty fun
Zombie Killer 2072 - sequel to Zombie Killer 2072. Not much better, but still amusing
Zombie Squirrel Attack - just like what it sounds like
Zombie Swarm - defend yourself from the seige of the undead
Land of the Dead - unrelated to the Romero movie of the same name
Zombie Erik - another zombie shooter. Interesting graphics
House of 1000 Corpses - unrelated to the Rob Zombie movie of the same name. Somewhat of a self-proclaimed House of the Dead clone
Y My 6th Movie - no, I don't understand the title either
Zombie Escape - use your jetpack to avoid the zombies!
Resident Evil: Apocalypse - a tie-in to the movie of the same name. See how long you can survive against infinite zombies!
Stickman Sam 2 - for a very simplistic stick-person shooter game, it's actually really addictive
Zombie Worms - just like what it sounds like
Resident Devil - a very clever rail shooter with stylized graphics, and the ability to blow zombies' limbs off. Gets very hectic very fast.
Monster Mash - a VERY fast-paced shooter where you must defend yourself against waves of zombies, skeletons, and bats.
Fright Club - go nuts against endless zombies using nothing but a sword. Gets a little repetetive after a while.
Graveyard of Drunken Souls - essentially the same exact thing as Fright Club, made by the same creator.
Springfield Zombies - based on the Simpsons, it's a bit of a zombie shooting gallery. The audio is kinda crappy, and it gets a little repetetive, but watch your ammo; you only get a certain number of shots.
Zombie Romp - a little bit repetetive, and a bit on the easy side, but ragdoll physics is good stuff.
Zombie Gringer 60000 - great stylized action and animation, but ignore the suggestion to turn up your speakers; the music is loud and mostly annoying.
Umbrella Corporation Bio-Lab - part of the official Resident Evil: Apocalypse movie website; go to the "Bio-Lab" link in the lower-right corner. Make your own Nemesis-style creature, and then submit it to the website to get it ranked.
Dawn of the Dead: Zombie Massacre - basic point-and-shoot zombie-killing fare. Gets reasonably challenging as the levels progress. Somehow has no resemblance to the 'Dawn of the Dead' remake, which it's based on.
Grave Robber - incredibly hard game where you have to run around a graveyard, digging up body parts for your reanimation experiment... all while dodging zombies trying to eat you alive.
Escape from Zombie High! - very low-tech side-scrolling game, where you have to escape your zombie-ridden highschool using only spitballs.
Shaun of the Dead - help get Shaun through the zombie horde and to the Winchester as fast as possible! Includes intense cricket-bat-on-zombie action.
Zombie Attack - think of it like "Punch Out" on the SNES. With zombies.
Ultimate Down - You are a stickman. There are hordes of zombies. Survive as long as you can.
Thing Thing Arena - includes a "zombie survival mode", where you have a shotgun with infinite ammo.
Thing Thing 3 - more zombie-survival goodness from the creator of Thing Thing Arena.
Winter Zombies - just like "Zombie 4" listed above, but in the wintertime!
Rotting Onslaught - command a squad of soldiers in this objective-based real-time-strategy game.
Zombie Storm - virtually identical to "Zombie 4" and "Winter Zombies", but with very pretty graphics.
Night of the Zombie Kittens - take out the zombie kittens with your dog-launching mortar!
Resident Evil Escape - a point-and-click adventure with great atmosphere and good animation.
Zombie Survival: SM - stand your ground against wave after wave of zombies. Uses Metal Slug sprites similar to those in the original Zombie Survival.
Survival Game v1.2 - a simplistic top-down action game where you must defend yourself from infinite zombies using a bat, a gun... and crazy telekinetic powers.
Zombie Survival Training - a simple point-and-shoot game pitting you against progressively more challenging zombies.
Escape from Zombie Town - a simple but challenging game where you must dodge zombies as they randomly mill about.
Escape from Zombie Town 0 - prequel to Escape from Zombie Town, with better graphics.
ZombieSimulator - a very cute and funny zombie survival simulator, where little cartoon people and zombies battle it out for control of an open field.
Teh Zombie 2 - use crazy spinning melee weapons to kill infinite zombies, while trying to avoid killing innocent civillians.

Mods/Maps for existing games
Zombie Panic - a multiplayer modification for the original Half-Life. One person starts as a zombie while the rest are human; if you're killed by a zombie, you become one of them. This continues until there are no humans left.
They Hunger - an excellent single-player modification for Half-Life. Fight your way through an expansive single-player storyline through hordes of zombies. A must-play if you have Half-Life.
BrainBread - an excellent co-op multiplayer mod for Half-Life. Features loads of real-world guns, lots of maps, and you can even blow off parts of the zombies. Lots of fun!
Infiltration - Unreal Tournament (the original) mod, which revamps the game to make it more realistic. Along with it is a mutator that dumps a large number of zombies onto the map. It isn't half bad if you can manage to play it online, as sort of a survival-a-thon (see who is the last to still be alive and such), but is otherwise kind of bland.
The Awakening - a co-op multiplayer mod for Unreal Tournament 2004, currently in the beta stages of development. Includes objective-based gameplay, a variety of weapons, and the ability to play as a zombie.
Grand Theft Auto: Long Night - a mod for GTA: Vice City which simulates a massive zombie outbreak.
No More Room in Hell - forthcoming Half Life 2 mod, currently in production
Quarantine - another Half Life 2 mod that's currently under development.
Killing Floor - an UT2K4 mod that just got fully released. Screenshots look great!
Zombies of Nightmare - another UT2K4 modification, full details of the mod listed in the link
Out of Hell - a total conversion for UT2K3 and UT2K4. It's a single-player mod that centers around a town falling prey to a zombie outbreak
Over-Run - yet another Half-Life 2 mod currently in development. Promises to have multiple game types and multiple teams fighting against the zombies, as well as against eachother
Resident Evil Twilight - a Resident Evil themed mod for Half-Life 2, currently not anywhere near completion
Infection - a single-player mod for UT2003, boasts top-notch voice acting and great graphics
Combine Destiny - a newly-completed Half Life 2 mod dealing with zombies
Resident Evil: Cold Blood - co-op mod for Half-Life 1 set in the Resident Evil universe
Afraid of Monsters - mind-blowingly tense and atmospheric mod for Half-Life 1. Arguably most genuinely scary mod ever made for HL1
Eternal Damnation - a forthcoming zombie-themed mod for Postal 2.
Heart of Evil - a mod for Half-Life 1 set during the Vietnam War. Features some incredibly hardcore zombies.
Zombie Horde - server-side modification for Counter-Strike: Source
Resident Evil: Covert Operations - a zombie-themed scenario for Half-Life 1. Requires the SvenCoop v3.0 mod installed to play.
Resident Evil Outbreak v.1 - another zombie-themed scenario for Half-Life 1. Requires the SvenCoop v3.0 mod installed to play.
Army of Darkness - an Army of Darkness-themed mod for Fallout Tactics.
Night of a Million Zombies - a singleplayer map for Half-Life 2, featuring infinitely-spawning headcrab zombies.
Night of a Million Zombies: Waterfront - fend off infinite headcrab zombies in and around a waterfront warehouse.
Night of a Million Zombies: Co-op - fight headcrab zombies with a friend! Requires Garry's Mod to play.

Zombie Plague - a downloadable zombie board game
Survival Crisis Z - great 3D zombie survival action game. Chock-full of stuff to do and quests to go on.
Zombie Smashers X - surprisingly addictive side-scroller action game where you beat down zombies in hand-to-hand combat.
Zombie Smashers X 2 - arcadey side-scroller action game, complete with missions to undertake and upgrades to buy.
Zombie Nightmare - a turn-based strategy game. Read the manual before playing!
ZombiePox - a cute little freeware game where you must throw brains at zombies in order to turn them back into humans.
Dusk of the Dead - a combination of first-person shooter and third-person overhead view, this game tasks you with travelling to different cities in order to find food and fuel.
Zombies - a turn-based game where the only goal is to outlast and destroy the zombies before they do the same to you.

Abandonware games
The Typing of the Dead - a typing-teaching game based around House of the Dead 2
Flesh Feast - primitive 3D action game based around a zombie infestation.
Blood - classic FPS game, has some zombies in it.
Last Rites - A very outdated FPS game centering around a zombie apocalypse. Apparently got lots of bad reviews... but hey, it's got zombies!
Horror Zombies from the Crypt - old-school side-scroller action-adventure game.
Zombi - while unofficially licensed, it's clearly directly based on the original 'Dawn of the Dead'.

ROMs/Emulated games
Zombie Raid - lightgun-based arcade game which can be emulated using the MAME emulator.
The Simpsons: Treehouse of Horror - ROM for the Game Boy Color.
Michael Jackson's Moonwalker - requires the MAME emulator
Zombies Ate My Neighbors - the classic SNES game
Ghoul Patrol - SNES game, sequel to Zombies Ate My Neighbors

Web-based games
Urban Dead - A massively-multiplayer RPG centering around a zombie outbreak in the quarrantined city of Malton. You can choose to play for the zombies or humans, and there's lots to do and the city is massive, and there's over 100,000 players all battling for control of the city.
The Dead Awaken - Another massively-multiplayer RPG, Dead Awaken has little quests to do and some NPCs to interact with, but it has fewer players overall, and the combat system needs some serious adjustment (in my opinion). It's still pretty fun, and hey, it's got zombies!
Bio-Nightmare - farm for food, bolster troops, secure land, and get allies to help you flourish among the zombie hordes.
Project Necrosis - manage civillians, recruit survivors, salvage buildings and supplies, all in the name of surviving the zombie apocalypse.
